CEO Arunachal Hayuliang Bye Election

Consequent upon the death of Shri Late Kalikho Pul, Elected Candidate from 45-Hayuliang (ST) Assembly Constituency, the Election Commission of India has decided to hold the bye-election to fill the casual vacancy in the said Assembly Constituency vide its Press No. ECl/PN/58/2016 dated 17th October, 2016.

The schedule of the bye-election is as under:-

1. Issue of Notification 26.10.2016 (Wednesday)
2. Last date of making Nominations 02.11.2016 (Wednesday)
3. Scrutiny of Nominations 03.11.2016 (Thursday)
4.Last date for withdrawal of Candidatures 05.11.2016 (Saturday)
5. Date of Poll 19.11.2016 (Saturday)
6. Counting of Votes 22.11.2016 (Tuesday)
7. Date before which election shall be completed 24.11.2016 (Thursday)

** With the announcement of election, the provisions of the Model Code of Conduct for the guidance of political parties and candidates, announcement of any financial grants in any form or make promises thereof, ban on transfer of officers/officials connected with conduct of election, etc. have come into force with immediate effect.
** The Model Code will apply to the whole of Anjaw District and shall be effective till the completion of Election.
** All the Departments are hereby directed to take note of this for compliance.

** Commission has made it absolutely clear that any violation of instruction regarding ban on transfer of officers/officials connected with conduct of election, payment out of discretionary fund and guidelines on model code of conduct for political parties and candidates will be viewed very seriously and necessary action as deemed appropriate would be taken on each case of violation

Electronic Voting Machines (EVMs) :
The Commission has decided to use EVMs in the bye-election in all the polling stations. Adequate numbers of EVMs have been made available and all steps have been taken to ensure that the polls are conducted smoothly with the help of these machines.

Identification Of Voters :
The Commission has decided that the voter’s identification shall be mandatory in the aforementioned bye-election at the time of poll. Elector’s Photo Identity Card (EPIC) shall be the main document of identification of a voter. However, in order to ensure that no voter is deprived of his/her franchise, if his/her name figures in the Electoral Rolls, separate instructions will be issued to allow additional documents for identification of voters at the time of poll in the said bye-election.

Model Code of Conduct :
The Model Code of Conduct shall come into force with immediate effect in the district in which the whole or any part of the Assembly Constituency going for bye-election is included, subject to partial modification as issued vide Commission’s instruction No. 437/INST/2012/CC&BE, dated 26th April, 2012 (available on the Commission’s website). The Model Code of Conduct shall be applicable to all candidates, political parties and the State Government concerned. The Model Code of Conduct shall also be applicable to the Union Government in respect of the above district for the State
