Himachal Pradesh Vidhan Sabha/Assembly Election

The Governor of the State of Himachal Pradesh has, by notification issued under sub-section (2) of Section 15 of the Representation of the People Act, 1951 (43 of 1951) and published in the official gazette of the State on the 16th October, 2017, been pleased to call upon all Assembly Constituencies in the State of Himachal Pradesh, to elect members to the Legislative Assembly of the State, in accordance with the provisions of the said Act and of the rules and orders made thereunder;

Now, therefore, in pursuance of Sections 30 and 56 of the said Act, the Election Commission of India hereby

Schedule

(A) appoints, with respect to the said election in each of the constituencies:
i. the 23rd October, 2017 (Monday), as the last date for making nominations;
ii. the 24th October, 2017 (Tuesday), as the date for the scrutiny of nominations;
iii. the 26th October, 2017 (Thursday), as the last date for the withdrawal of candidatures;
iv. the 9th November, 2017 (Thursday), as the date on which a poll shall, if necessary, be taken ; and
v. the 20th December, 2017 (Wednesday), as the date before which the election shall be completed; and

(B) fixes the hours from 8.00 A.M. to 5.00 P.M., as the hours during which the poll shall, if necessary , be taken on the date specified above, for the election.

In accordance with the provisions of clause (1) of Article 172 of the Constitution of India, the existing Legislative Assembly of the State of Himachal Pradesh, unless sooner dissolved, shall continue up to and including the 7th January, 2018, and shall thereafter stand dissolved on the expiration of its duration; and 1939 7181

Whereas, in terms of sub-section (1) of Section 15 of the Representation of the People Act, 1951 (43 of 1951), a general election has to be held for the purpose of constituting a new Legislative Assembly of the State;

Now, therefore, as recommended by the Election Commission of India, in pursuance of sub-section (2) of Section 15 of the said Act, the Governor of the State of Himachal Pradesh, is hereby pleased to call upon all Assembly Constituencies in the State, to elect members to the Legislative Assembly of the State, in accordance with the provisions of the said Act and of the rules and orders made thereunder.

Polling Day

All Political parties and candidates shall :
(i) co-operate with the officers on election duty to ensure peaceful and orderly polling and complete freedom to the voters to exercise their franchise without being subjected to any annoyance or obstruction.
(ii) supply to their authorized workers suitable badges or identity cards.
(iii) agree that the identity slip supplied by them to voters hall be on plain (white) paper and shall not contain any symbol, name of the candidate or the name of the party;
(iv) refrain from serving or distributing liquor on polling day and during the fourty eight hours preceding it
(v) not allow unnecessary crowd to be collected near the camps set up by the political parties and candidates near the polling booths so as to avoid Confrontation and tension among workers and sympathizers of the parties and the candidate.
(vi) ensure that the candidate’s camps shall be simple .The shall not display any posters, flags, symbols or any other propaganda material. No eatable shall be served or crowd allowed at the camps and
(vii) co-operate with the authorities in complying with the restrictions to be imposed on the plying of vehicles on the polling day and obtain permits for them which should be displayed prominently on those vehicles

Polling Booth :
Excepting the voters, no one without a valid pass from the Election Commission shall enter the polling booths.
