NOTIFICATIONS BY GOVERNMENT OFFICE OF THE CHIEF ELECTORAL OFFICER, TELANGANA :
ELECTION COMMISSION OF INDIA NOTIFICATION UNDER SECTION 149, 30 AND 56 OF THE REPRESENTATION OF THE PEOPLE ACT, 1951 (43 OF 1951) FOR THE BYE-ELECTION TO 15-WARANGAL (SC) PARLIAMENTARY CONSTITUENCY,[Memo No.4205/Elecs. F/2015-11, Office of the Chief Electoral Officer, Telangana, Dt. 27th October 2015.]

Bye Election Date : 21-November-2015

The following notification of the Election Commission of India, New Delhi, No. 100/TEL-HP/1/2015, dated 28th October, 2015/6 Kartika, 1937 (Saka) is re-published:

NOTIFICATION No.100/TEL-HP/1/2015:
Whereas, the seat of Sri Kadiam Srihari, in the House of the People from the State of Telangana, elected from 15- Warangal (SC) Parliamentary Constituency has become vacant on 11th June, 2015, by reason of his resignation; and

Whereas, a bye-election is to be held for the purpose of filling the vacancy so caused;

Now, therefore, in pursuance of sub-section (1) and (2) of Section 149 and Sections 30 and 56 of the Representation of the People Act, 1951 (43 of 1951), the Election Commission of India hereby:

(A) calls upon the said 15-Warangal (SC) Parliamentary Constituency in the State of Telangana to elect, before the 26″ November, 2015 (Thursday) and in accordance with the provisions of the said Act and of the rules and orders made thereunder, a person belonging to Schedule Caste, for the purpose offilling the said vacancy in the
(B) appoints, with respect to the said election
(a) the 4th November, 2015 (Wednesday), as the lastdate for making nominations;
(b) the 5th November, 2015 (Thursday), as the date for the scrutiny of nominations;
(c) the 7th November, 2015 (Saturday), as the lastdate for the withdrawal of candidatures;
(d) the 21th November, 2015 (Saturday), as the date, on which a poll shall, if necessary, be taken;
(e) the 26th November, 2015 (Thursday), as the date before which the election shall be completed;
and
(C) fixes the hours from 7.00A.M. to 5.00PM, as the hours during which the poll shall, if necessary, be taken on the date specified above for the election.

Electoral Roll :
The electoral rolls of the States mentioned above that contains Parliamentary and Assembly Constituencies have been revised with reference to 01.01.2015 as the qualifying date and have been finally published on 05.01.2015 except Jharkhand, Mizoram and Telangana. The date of final publication of Jharkhand is as on 19.03.2015. Telangana is as on 17.01.2015 and Mizoram is as on 15.01.2015

Electronic Voting Machines (EVMs) :
The Commission has decided to use EVNIs in the bye-election in all the polling stations. Adequate numbers of EVIVIs have been made available and all steps have been taken to ensure that the polls are conducted smoothly with the help of these machines.

Identification of Voters :
The Commission has decided that the voter’s identification shall be mandatory in the aforementioned bye- election at the time of poll. Elector’s Photo Identity Card (EPIC) shall be the main document of identification of a voter. However, in order to ensure that no voter is deprived of his/her franchise, if his/her name figures in the Electoral Rolls, separate instructions will be issued to allow additional documents for identification of voters at the time of poll in the said bye-election

Model Code of Conduct :
The Model Code of Conduct shall come into force with immediate effect in the district(s) in which the whole or any part of the Assembly Constituency going for bye- eiection is included, subject to partial modification as issued vide Commission’s instruction No. 437/lNST12012ICC&BE, dated 26th April, 2012(available on the Commission’s website). The Model Code of Conduct shall be applicable to all candidates, political parties and the State Government concerned. The Model Code of Conduct shall also be applicable to the Union Government in respect of the above district(s) of the State concerned.
