What is Special Intensive Revision (SIR)?

The Election Commission of India, as per the law is empowered for preparation and revision of Electoral Rolls. To maintain the integrity of the electoral roll, the Commission orders revision of electoral roll beforeevery election or as per requirement.

Now, since many changes have occurred in the existing electoral roll due to frequent migration which has resulted in electors getting registered in more than one place, non removal of dead voters the Election Commission announced the Special Intensive Revision with the objective that no eligible citizen is left out and no ineligible person is included.

How To Fill Special Intensive Revision (SIR) Enumeration Form?

The Booth level Officers are visiting each house hold and distributing the pre- filled Enumeration forms in duplicate to the existing electors and guide them in filling up the form.

Each voter will receive a pre-filled Enumeration Form containing essential particulars in the foremost part of the Enumeration Form (which is pre-filled) such as:
** Elector’s Name
** EPIC Number
** Address of the Elector
** Assembly Constituency
** Part No, Name and Serial Number
** Existing Photograph

Followed by the pre-filled details of electors, the Electors are required to fill the remaining details in the designated fields of the EF, including:
** Date of Birth
** Aadhaar Number (optional)
** Mobile Number
** Father’s / Mother’s / Spouse’s Name
** Gender
** EPIC Number of family members, if available

Additionally, voters may affix a recent photograph, if they wish to update the existing one:
** In the last portion of the Enumeration Form, a section is included enabling voters to fill either their own details or the details of their relatives from the previous Intensive Revision, 2002/2005.
** If the elector details are available in the last Intensive Revision of Electoral Roll (2002/2005 as applicable) voters must fill in the relevant information drawn from that electoral roll.
** In cases where the elector’s details are not available in that roll, they may refer to the entries of their parents or grandparents available in the previous Intensive Revision electoral roll and furnish the required information accordingly.
** Upon completion, voters may sign or affix their left hand thumb impression on the form and submit it to the BLO during his visit. Any adult member of the household can also sign on behalf of other family members.

Electors can check their name and the name of the concerned relative(s) in the previous SIR Electoral Rolls at https://voters.eci.gov.in/ to provide the details in the Enumeration Form. For help, electors can connect with the concerned BLOs. ERO will issue notice to those electors whose previous SIR Electoral Roll(s) details provided in the Enumeration Form are either not available or do not match the database.

Upon receipt of notice, the elector to provide the documents based upon the following categories:
1. If born in India before 01.07.1987
Provide any document, for Self, from the list given below, establishing the date of birth and/or place of birth.

2. If born in India between 01.07.1987 and 02.12.2004
** Provide any document, for Self, from the list given below, establishing the date of birth and/or place of birth.
** Provide any document, for Father or Mother, from the list given below, establishing the date of birth and/or place of birth.

3. If born in India after 02.12.2004
** Provide any document, for Self, from the list given below, establishing the date of birth and/or place of birth.
** Provide any document, for Father, from the list given below, establishing the date of birth and/or place of birth.
** Provide any document, for Mother, from the list given below, establishing the date of birth and/or place of birth.
** If any parent is not Indian, provide a copy of his/her valid passport & visa at the time of your birth.

4. If born outside of India (attach proof of Birth Registration issued by the Indian Mission abroad),
5. If acquired Indian citizenship by Registration/Naturalisation (attach Certificate of Registration of Citizenship)

Indicative (not exhaustive) list of documents (separate self-attested documents to be submitted for Self, Father and Mother, if mentioned above):
1. Any Identity card/Pension Payment Order issued to a regular employee/pensioner of any Central Govt./State Govt./PSU.
2. Any Identity Card/Certificate/Document issued in India by the Government/ local authorities/Banks/Post Office/LIC/PSUs prior to 01.07.1987.
3. Birth Certificate issued by the competent authority.
4. Passport
5. Matriculation/Educational certificate issued by recognised Boards/universities
6. Permanent Residence certificate issued by the competent State authority
7. Forest Right Certificate
8. OBC/SC/ST or any caste certificate issued by the Competent Authority
9. National Register of Citizens (wherever it exists)
10. Family Register, prepared by State/Local authorities.
11. Any land/house allotment certificate by the Government
12. For Aadhaar, the Commission’s directions issued vide letter No. 23/2025-ERS/Vol.II dated 09.09.2025 (Annexure II) shall apply.
13. Extract of the electoral roll of Bihar SIR with reference to 01.07.2025.
