Manifesto of Jan Suraaj Party
Stop Youth Migration:
Guaranteed employment of ₹10-15 thousand for youth within Bihar
Migration at Three Levels:
Prashant Kishor often repeats a bitter truth in his rallies that the tragedy of Bihar’s youth is that they are born here, grow up eating khichdi in government schools, and as soon as they step into youth, they leave for factories in Delhi, Punjab, Tamil Nadu, and Gujarat. Bihar has today become a ‘labor export’ factory for the entire country.
Capital Drain:
The biggest problem is that we think only laborers leave Bihar, but in reality, money goes out first, and laborers follow. People of Bihar deposit around 4.5 lakh crore rupees in banks.
The CD Ratio Game:
Prashant Kishor explains that Bihar’s CD Ratio is only 40%. This means if people of Bihar deposited 100 rupees in the bank, the bank lends only 40 rupees for Bihar’s development. The remaining 60% is loaned to big businessmen in Delhi, Maharashtra, and Gujarat. Result: Factories are built in Gujarat with Bihar’s money, and Bihar’s children are forced to beg for jobs worth 10-12 thousand there.
Brain Drain:
When capital leaves, startups or big industries don’t establish in the state. As a result, Bihar’s best minds (IITians, doctors, engineers) work in other states and countries, benefiting those states and making them prosperous.
Labor Drain:
When both capital and intellect leave, the ordinary youth left behind becomes a ‘forced laborer’ and works in other states enduring humiliation.
Blueprint for Solution:
Jan Suraaj believes that if ‘capital drain’ is stopped and combined with right policies, Bihar’s fortune can change.
Change in CD Ratio:
Jan Suraaj’s goal is to put administrative pressure on banks to increase Bihar’s CD Ratio to 70-75%. This means Bihar’s money will be available to youth here for business.
Convergence of Agriculture and MGNREGA:
To strengthen the rural economy, any farmer growing cash crops will be provided with free laborers under MGNREGA. This will reduce farmers’ costs and provide work opportunities in their own villages to laborers going to Punjab-Haryana.
