FAQ On Special Intensive Revision (SIR)

Frequently Asked Questions FAQ On Special Intensive Revision (SIR)

What is the Special Intensive Revision (SIR)?
The Special Intensive Revision (SIR) is a large-scale, comprehensive drive conducted by the Election Commission of India (ECI) to thoroughly update, verify, and correct voter lists across the country. Unlike routine annual updates, SIR involves a strict, time-bound house-to-house verification process. The goal is to ensure the electoral roll is completely accurate, inclusive, and free from errors like duplicate entries or deceased voters.

Why is it important for SIR to be conducted?
Special Intensive Revision (SIR) ensures that electoral rolls remain accurate, inclusive, and reliable. It helps include all eligible citizens, especially youth and marginalized groups, while removing duplicate, deceased, and ineligible entries. By verifying each voter’s details through a transparent process involving BLOs and BLAs, SIR strengthens the integrity of electoral rolls, builds public trust, and ensures free and fair elections as mandated by the Constitution.

What is the mantra of SIR?
No eligible person to be excluded. No ineligible person to be included.

Do I have to participate in the SIR if I am already a registered voter?
Yes. Every single registered elector must participate in the SIR process to guarantee their name remains on the updated electoral roll.

What is an Enumeration Form?
The Enumeration Form is a pre-filled form issued by the Election Commission of India (ECI) to every existing elector during the SIR process. It is required to be duly verified, completed, and submitted, either in physical or online mode, along with supporting documents, wherever applicable.

What is Mapping of voters with electoral roll of 2003?
Electors are required to map their own details with the 2003 electoral roll. In case their details are not available, they may map through the details of their parents or grandparents.

Does an already registered voter have to fill the Enumeration Form?
Yes, every registered voter is required to fill the Enumeration Form. It is a mandatory task for every voter.

What is the qualifying date for the citizen to register as a new voter in this SIR?
As per the ECI’s Guidelines, there are 4 qualifying dates in a year. For this SIR, if a person is attaining the age of 18 on or before 1st of April 2026 is eligible to register as a new voter.

Why is citizenship verified during the SIR?
Under the Constitution of India, only bona fide Indian citizens have the right to vote. Non-citizens, regardless of how long they have lived in India, are strictly prohibited from registering or voting.

I am turning 18 on 1st January 2027, can I still apply for new voter card in advance during this SIR?
Yes, advance application will be acceptable for the citizens attaining the age of 17+

How will I receive the Enumeration Form (EF)?
Your local Booth Level Officer (BLO) will visit your home and hand over a pre-printed Enumeration Form (in duplicate). They will also guide you on how to fill it out.
