Jammu and Kashmir Nation Panthers Party :

As amended upto March 23, 2005

Objective :
The objective of the J&K National Panthers Party is:-
1.The well being advancement of the people of India and promote a strong sense of emotional integration between the people of the States with the people of the rest of the country.
2.To strengthen the bonds of brotherhood amongst the people of all the regions irrespective of caste, creed, religion, race or region and ensure equality of opportunity and of political, economic and social rights to all the residents of India irrespective of their religion, caste, creed or region.

Article-II :
The flag of the J&K National Panthers Party shall consist of three vertical colour strips red, white and green in one third of the length and white in the remaining portion which shall have three red stars.

Membership :

1.Any person who is 18 or above 18 years of age and accepts the objectives of the party can become a primary member of the party by paying Rs.5/- as admission fee and signing a declaration on a prescribed membership ship form.
2.No person shall be allowed to become a member unless he accepts the Constitution of National Panthers Party.
3.The term of membership-ordinary or active shall continue for two years, which will start from January 1st to 31st December of the New Year.
4.The permanent register of primary member within their jurisdiction shall be maintained by every block constituency and city/town of the Panthers Committee with copies to the District Panthers Committees (DPC).
5.Renewal of primary membership will be deemed to have been completed by depositing requisite membership fee of Rs.5/- per member

Active Membership :
The following categories of persons who are primary members are eligible to be active members:-
1.Member of Panchayats,Block Development Committees, Notified Area Committees, Town Area Committees, Municipal Committees, other local bodies and members of the State Legislatures and Parliament.
2.Any member who is recognized as an Active Member by the Chairman of the Party.
3.Every Active Member shall have to enroll 24 primary members in the Panthers Party in any area.

Training for Active Members :
1.Every Active Member shall have to undergo a minimum training as may be prescribed by the State Council of the Panthers Party in every state.
2. No person shall be selected for election on party ticket to the State Legislature or to Parliament unless he/she is an active worker of the party.

Constituents :
The Jammu and Kashmir National Panthers Party will include the plenary and special sessions of the National Panthers Council;
1.State Panthers Council in every state.
2.The State Working Committee (SWC).
3.District Panthers Committee (DPC).
4.Region Development Council (RPC).
5.Block Panthers Committee (BPC).
6.Panchayat Panthers Committee (PPC).
7.Village or Ward Panthers Committee.
8.There will be three Regional Development Committees in Jammu, Ladakh and Kashmir regions and same pattern shall be followed in every state.

Headquarters :
Ordinarily the Headquarters of the J&K National Panthers Party shall be in Jammu, the winter Capital of J&K at 30-B, Govt. Flat, Gandhinagar, Jammu Tawi (J&K), and Camp Office shall be at 17, Vithalbhai Patel House, Rafi Marg, New Delhi-110001.

Qualification for the post of Chairman :
1.Any person contesting for the Chairmanship shall have to be the member of SPC (delegates).
2.His/her minimum qualification shall be not less than graduation.
3.He/she shall not be a member of any religious institution nor any employee of a monopoly house or a multinational.
4.No person having been declared as convict or tax-defaulter shall be eligible to contest election to the post of the Chairman of J&K Panthers Party.
5.No sitting minister in any Government shall be eligible to be the Chairman.
6.A person holding any licence or trade contract from the State or Central Government shall not be eligible.
7.A person holding land more than 1000 Kanals and orchard of the same size shall also be ineligible to contest election for the post of the Chairman.
8.The Panthers Working Committee may prescribe any other condition or conditions for the election to this post.
9.Same conditions shall apply to a State President.

Disciplinary Action :
The Chairman of J&K National Panthers Party shall be competent to take any disciplinary action against any Central Office bearer or the Working Committee Member or a Legislator directly by suspending or expelling him from the party when in his opinion any such person has defied the party command or resolution or policy. The Chairman may nominate one of his General Secretaries/Vice-Presidents and not more than four members to constitute a disciplinary committee, which may on the reference by the Chairman or suo-moto recommend disciplinary action against any member or official bearer of a State. Any action taken by a State, District or Block President or Disciplinary Committee shall be subjected to the final approval of the Chairman.

Security of Membership :
The District Panthers Committees and the State Panthers Council shall arrange for periodical security and disposal of complaints regarding the involvement of actual members in accordance with the rules prescribed by the working committee. The Working Committee shall be competent to take an appropriate action on any complaint in connection with the involvement of member in any unsocial or anti-party activists.

Election Disputes :
The Committee of the District shall enquire and settle dispute regarding election to any subordinate committee but in case the dispute is of grave nature, the Working Committee will take appropriate action in the interest of the party. Similarly any dispute at the state level shall be settled by the Working Committee.

Parliamentary Board :
** There shall be seven members in the Parliamentary Board including the Chairman.
** The board shall be presided over by the Chairman of J&K National Panthers Party.
** In his absence and with his prior consent the vice-chairman or state president shall preside.
** The members of the board shall be appointed by the Chairman in consultation with the members of the Working Committee.
** The National Parliamentary Board shall coordinate the activities of the party in the legislature and outside.
** The parliamentary board shall also be performing the functions of the Election Committee, to nominate the candidates for the elections to the State Legislature or the Parliament or local bodies or the panchayats.
