Ideology of Rashtriya Lok Morcha (RLM)
The Rashtriya Lok Morcha (RLM), inspired by Loknayak Jayaprakash Narayan, stands for justice, equality, and empowerment of the people—particularly the marginalized and underrepresented. We present the core pillars of our ideology:
1. Land Reforms and Agrarian Justice:
RLM advocates for the redistribution of surplus and government-held land to landless farmers. Proper enforcement of land ceiling laws and land ownership rights for rural communities will create agricultural self-reliance.
Fact: Over 50% of Bihar’s rural population is landless or marginal farmers.
2. Education Reform in Bihar:
We propose that the Bihar State Board adopt the CBSE curriculum, ensuring national-level education standards. Teachers should be recruited through BPSC and trained under a model similar to Kendriya Vidyalayas.
Fact: Bihar suffers from low learning outcomes and inadequate teacher quality due to poor infrastructure and untrained staff.
3. Youth Employment Mission:
Launch a Bihar-specific employment guarantee scheme for educated youth. Focus areas include skills training, apprenticeships, start-up incubation, and public-private partnerships.
Fact: Bihar’s youth unemployment rate is among the highest in India, with massive out-migration.
4. Delimitation Reform and Equal Representation:
RLM demands a revised Delimitation Act that reflects current demographic realities and ensures equal vote power in Lok Sabha, Rajya Sabha, and State Assemblies.
Fact: Bihar is underrepresented in Parliament due to outdated 1971 population figures.
5. Caste-Based Census:
We demand a comprehensive caste census, including socio-economic profiling, to design data-driven welfare policies that benefit marginalized sections.
Fact: No caste census has been conducted since 1931.
6. Women’s Reservation and Political Empowerment:
RLM supports 33% reservation for women in Parliament and State Assemblies. We will further promote women’s economic empowerment via SHGs, government contracts, and financial access.
Fact: Women’s participation in legislatures is just 14% in Lok Sabha despite being half the population.
7. Judicial Reforms:
RLM proposes the replacement of the collegium system with a constitutional commission to select judges based on merit through examination and transparent evaluation. Judicial dynasties must end.
Fact: Over 70% of High Court judges come from judicial families.
8. Industrialization & SEZs in Bihar:
RLM advocates for the creation of tax-free Special Economic Zones (SEZs) to boost agro-based industries, create local employment, and curb distress migration.
Fact: Despite having rich labor and land, Bihar contributes just 1.3% to India’s industrial output.
9. Digital and Financial Inclusion:
Ensure digital literacy and banking access for all, especially in rural Bihar. Expand the Student Credit Card scheme limit to ₹10 lakh to cover higher education, competitive coaching, and skill-based courses.
Fact: Digital penetration remains low in rural Bihar; only 12.5% actively use digital banking.
10. Environmental Sustainability and Water Security:
Launch community-driven initiatives for river rejuvenation, forest preservation, solar energy, and disaster resilience, especially in flood-affected and drought-prone districts.
